Addition of former SEC regional trial counsel boosts growing Dallas-Fort Worth litigation boutique

FORT WORTH, Texas–(BUSINESS WIRE)–Veteran trial attorney Toby Galloway has joined Dallas/Fort Worth-based Vartabedian Hester & Haynes LLP, bringing additional strength and experience to the law firm’s representation of clients in white-collar defense, securities enforcement and litigation, governmental and internal investigations, and business litigation.

Mr. Galloway joins the firm from the Fort Worth office of Winstead PC, where he chaired the firm’s Securities Litigation & Enforcement Practice Group. Before moving to private practice in 2013, he served as an attorney with the United States Securities and Exchange Commission, in roles of increasing responsibility, for more than 11 years.

During his last four years at the SEC, Mr. Galloway was chief trial counsel for the Fort Worth regional office and supervised all SEC litigation across four states. He prosecuted civil actions involving alleged violations of federal securities laws and served as a Special Assistant United States Attorney for the Northern District of Texas, prosecuting white-collar crime.

Video of Mr. Galloway discussing his practice and plans for the future.

“This firm has done amazingly well in the first two years of its existence. The attorneys are great trial lawyers, and that will greatly benefit my work,” says Mr. Galloway. “Richard Roper and Richard Guiltinan are here with an obvious commitment to building a white-collar practice, and my experience with SEC enforcement complements that goal and makes coming here very attractive.”

Working from the firm’s Fort Worth and Dallas offices, Mr. Galloway will continue to represent public companies, audit committees, hedge funds, private equity funds and other financial institutions facing government investigations, securities law enforcement and litigation. He will also offer guidance in complex business litigation, and healthcare fraud matters, and direct a growing practice representing the cryptocurrency industry in regulatory actions, among other substantive areas of practice.

“Adding a seasoned attorney with Toby’s high-level experience and leadership will be a great asset for the firm,” says Conrad Hester, the firm’s managing partner. “We’re better positioned to respond to questions regarding financial reporting, insider trading claims and securities matters, and we expect this area of practice to continue to grow.”

The recipient of numerous professional honors, Mr. Galloway has been ranked by the prestigious Chambers USA Guide for his expertise in white-collar crime and government investigations annually since 2020 and was named Lawyer of the Year for North Texas in Litigation and Regulatory Enforcement for 2024 by The Best Lawyers in America publication.

A frequent speaker and author on securities enforcement, accounting fraud and related topics, he earned his law degree with honors from The University of Texas School of Law and his undergraduate degree with high honors from The University of Texas at Austin.
