The White House issued a pair of executive orders Monday establishing a comprehensive quantum computing strategy that simultaneously advances development of large-scale quantum systems while fortifying government networks against their potential cryptographic vulnerabilities.

This dual approach positions the federal government as both pioneer and protector in an emerging technological landscape.
Executive Order 14411 establishes the QC-ADDS framework — Quantum Computer for Application Development and Discovery Science. The initiative’s primary objective is constructing quantum computing systems capable of “initiating the era of quantum-enabled scientific discovery.”
The directive mandates delivery of at least one operational system to a Department of Energy research facility, where it will be accessible to the broader scientific research community.
Additionally, the Department of Defense receives instructions to implement quantum sensing technology by September 2028. Defense officials have 60 days to designate no fewer than three priority next-generation [[LINK_START_0]]quantum[[LINK_END_0]] sensor initiatives for accelerated development.
The order also encompasses workforce development programs and domestic supply chain strengthening measures.
Executive Order 14409 tackles the cryptographic threats posed by sufficiently advanced quantum computing systems.
The directive highlights concerns that hostile actors may currently be stockpiling encrypted American communications and data, intending to decrypt them once quantum capabilities mature. Security experts refer to this strategy as “harvest now, decrypt later.”
As a countermeasure, federal departments must complete migration of their most critical systems to post-quantum cryptographic standards for key establishment protocols by December 2030, with digital signature systems following by December 2031.
The Office of Management and Budget, working alongside the National Cyber Director, will oversee this comprehensive transition.
Agencies have 180 days to revise the National Quantum Strategy, incorporating provisions for commercial collaboration and private sector advancement.
The quantum computing threat has become increasingly significant within cryptocurrency circles. A March 2026 research paper, co-written with contributors from the Ethereum Foundation and Stanford University’s cryptography department, determined that compromising the elliptic curve cryptography protecting Bitcoin and Ethereum might require as few as 500,000 physical qubits. This represents a dramatic reduction—roughly 95%—from previous projections.
Google has publicly committed to implementing post-quantum cryptographic protections by 2029. Both Ethereum and Solana development teams have initiated quantum-resistant upgrade pathways. Within the Bitcoin community, consensus on appropriate defensive measures remains elusive.
These executive actions arrive amid China’s expanding quantum initiatives. Beijing’s latest Five-Year Plan, unveiled in March, prioritizes scalable quantum computing platforms and an integrated space-to-earth quantum communication infrastructure.
